Since 2001, KCS has been a part of The New York Immigration Coalition’s (NYIC) Immigrant Health Care Access and Advocacy Collaborative. The Collaborative consists of a group of organizations dedicated to immigrant health issues. As part of the Collaborative, KCS promotes health access among the Korean community through educational workshops, individual counseling and referrals. KCS also engages in health advocacy on behalf of Korean and other immigrants through enhanced advocacy, legal representation and litigation as monitoring local hospitals on their regulations. In particular, KCS has the strongest capacity for media advocacy.
KCS has been very active in promoting language access and financial assistance at local hospitals by lobbying against NYS DOH, hospital and local healthcare officials, and NYS attourney's generals. As a result on September 13, 2006 the new state regulations for the language assistant law and on January 1st, 2007 for the financial assistant law were enacted. With this new patient protection, Korean members of the community will recieve higher quality healthcare.
Furthermore, in order to ensure that these new policies are implemented correctly, KCS has undertaken an initiative which will help to establish the extent to which specific hostpitals are in compliance with recently enacted state laws reguarding financial and language assistance. Following a series of phone calls, surveys, and walk-through monitoring at flushing and Mt. Sinai of Queens hospitals, findings will be presented, providing an opportunity for hospitals to interface with limited-English-proficient community members in order to promote an understanding of the communication needs of the community. KCS will work with the project's partners to systematically assess and profile hospitals' language service interventions and policies to identify best practices and areas for improvement.
