The New York City Managed Care Consumer Assistance Program (NYC MCCAP) is the program coordinated by the Community Service Society (CSS), initiated to improve access to quality service regarding managed care. It serves people with a broad range of insurance types including Medicare, Medicaid, Family Health Plus (FHP), Child Health Plus (CHP), the commercially insured, as well as those who are uninsured. The NYC MCCAP is administered by the New York City Department of Health and Mental Hygiene, Division of Health Care Access and Improvement, and is funded by the City of New York.
 
KCS, one of the subcontracted community-based organizations, has been able to provide culturally and linguistically appropriate services to members of the Korean community, providing information, counseling, and educating the fundamental concepts of managed care and their rights as consumers. Furthermore, KCS has provided navigational assistance on managed care issues, as well as advocacy, on behalf of our clients.
 
KCS present educational workshops, provide one-on-one assistance to people having problems accessing health care and/or coverage, and perform other outreach activities. In FY 2007, KCS has provided 36 workshops in which as many as 700 people participated and handled approximately 550 managed care-related cases for recent immigrants, people with limited English proficiency, low income individuals, and people with chronic illness throughout the five boroughs. KCS public Health Program is constantly reaching out to the vulnerable populations and underserved areas to promote the services that we provide and to provide basic consumer education.
